MABOR digital platform

Federated digital infrastructure for management, monitoring and decision support for territories, public services, businesses, organizations and communities.

MABOR digital platform

A federated territorial digital infrastructure

Mabor is a federated digital platform for management, monitoring and decision support designed for territories, public services, businesses, organizations and communities. It aims to improve the governance of resources and essential services by integrating waste, water, energy, environment and agriculture management within a single ecosystem, with the capacity to extend to other strategic sectors over time.

The platform combines geographic information systems (GIS), field data collection, IoT, intervention and asset management, environmental monitoring, financial management, data analytics and artificial-intelligence readiness. It can geolocate infrastructure, producers, equipment and sensitive areas; plan and track field operations; collect sensor data; measure environmental and socio-economic impacts; and produce territorial indicators for decision support.

Federated architecture and data sovereignty

Mabor is built on a federated and decentralized architecture: a province, decentralized territorial entity (ETD), organization or facility can operate its own node and retain authority over its detailed data while sharing authorized, aggregated and traceable indicators and datasets with higher levels. This approach strengthens data sovereignty, the resilience of local systems and the ability to operate in environments with limited connectivity.

Open and interoperable by design

Designed as an open and interoperable digital infrastructure, Mabor provides APIs, federation mechanisms, Open Data, geospatial data and Data Products that progressively enable interconnection with government systems, platforms operated by technical and financial partners, IoT solutions, ERPs and research systems.

Architecture metrics

  • 5+ integrated strategic sectors: waste, water, energy, environment and agriculture, with planned expansion to additional sectors.
  • 7 major digital capabilities: GIS, field data collection, IoT, interventions & assets, environmental monitoring, financial management, data analytics & AI readiness.
  • 4 federated node types: province, ETD, organization and facility.
  • 5 interoperability mechanisms: APIs, federation, Open Data, geospatial data and Data Products.

Long-term ambition

Over time, Mabor aims to become a territorial data and digital-services infrastructure for the Democratic Republic of the Congo, enabling decision-makers and partners to access reliable, geolocated and up-to-date data to plan investments, improve public services, track programme results and measure environmental, social and economic impact.
